Job Title                   :          CLTS Field Officer

Location                  :          Rumbek Centre                                                                                                                                          

Dimensions of Role:

  • Responsible to the Project Manager
  • Manages 3 CLTS triggering facilitators and 3 Community WASH Facilitators
  • Prepare project implementation reports on a weekly /monthly/quarterly basis.

 Key End Results and typical Responsibilities:

  • Contribute to the monitoring of hygiene and sanitation outputs and project activities carried out by local CLTS triggering facilitators and community WASH facilitators.
  • Collate relevant information and assist with reporting requirements to the donor.
  • Network and liaise with state and county Health Officers, as well as local health centres and clinics.
  • Conduct hygiene and sanitation training in all target communities.
  • Manage the team of local CLTS triggering facilitators and Community WASH facilitators with ongoing follow up visits in communities after the completion of training events throughout the life of the project.
  • Undertake any other tasks that may be delegated by the Project Manager that are in keeping with the scope of the role.

Criteria for success

  • Provides appropriate WASH technical support to enable the Project Manager contribute to the Country Program Objectives.
  • Provides technical information and analysis that supports the program team in the  design, implementation, monitoring and evaluation of WASH component  projects/programs.

Dealing with Problems:

  • Limited opportunity for refresher training for the technical staff and trainees
  • Harmonising multiple demands from client groups and communities
  • Working effectively with multiple cultures and language
  • Dealing effectively with difficult clients/partners and negotiate with them to ensure cost effectiveness in project implementation

 Preferred skills, competences, experience and attitude Qualification and Experience

Qualification and Experience

  • A  degree, preferably Masters in Public Health, Community Development,  Development Studies or related field
  • Professional Certifications/Licenses in Project Planning and management, Management and advanced programming
  • 3-4 years working experience in the NGO Sector, in programming around WASH, Nutrition and FSL programs is an asset
  • Knowledgeable in Gender transformative programming
  • At least 2 years in a supervisory position
  • Experience in community development programming and community mobilization


  • Excellent written and spoken English skills
  • Technical skills in budgeting, peoples management and report writing
  • Good facilitation /training skills
  • Good networking and communication skills
  • Interpersonal, Negotiations and Problem solving skills.
  • Computer literate
  • Skills in supporting strategic planning and  resourcing requirements

 Physical Environment and Demands:

  • Post-holder must be willing to travel at least 50% and in difficult terrain
  • He may be required to work for long hours to meet specific deadlines
  • Office & outdoors - Some exposure to heat, cold, dirt, noise and rainy weather conditions; dim or crowded surroundings, confined spaces.
